Varick Planning Board September 28, 2023

Guests: Tim Dorn (Code Enforcement), Jim Foggo

The meeting was called to order at 7:05. There being no quorum, no actions were taken but topics were discussed and future agenda items identified.

Short Term Rentals (STR)

Tim Dorn indicated that he isn’t involved with enforcing complaints about short-term rentals. Any issues related to this will go on the to-do list to problem solve.

Seneca County asked the Planning Board to provide a list of STRs in electronic form. A suggestion was made to provide the following information:

  • name of the owner
  • address of the rental

This topic will be added to the October agenda.

Subdivision conditions

Subdivision violations are not explicitly part of the CEO’s current job description so the planning board will need to develop clearer guidance. Use conditions in permits could be made part of the code-enforment officers duties.

Zoning permit application suggestion to put online.

Put a disclosure notice on the bottom of the form- the information on this form will be publicly released or something of that nature.

Town Board should develop a comprehensive policy regarding third party information disclosure.

The Planning Board keeps a record of all permit applications and their progress through the process. It would be valuable to have a checklist so that everyone involved in the process has a clearer record of what has happened.

Suggested small committee: Donna Karlsen (Town Clerk), Linda Matellar (Planning Board Chair), Cindy Long (Planning Board), Tim Dorn (Code Enforcement) and Ann Kaminsky (Planning Board).

Purpose: to work on improving the process so everyone involved is in the loop regarding permits.

Lot Line Adjustment

The subdivision application for needs a space for the signatures of all involved property owners.

Reviewing STR waitlist

Ask STR parties to call Cindy Long. She has the form and letter with information for people joining the waiting list, but no one is presently on it for either lake .

STR permits are not transferable to the new owner. Anyone wanting to receive a permit must apply, be put on a waitlist and will be contacted when a spot opens up.

Website Update

Lont shared her mock-ups of the website organization. She is going to do a presentation for the Town Board and it was suggested to go live. Björkman will add her as a website editor. He will also get the information that Long has created to the website and begin to put it together.

Winery and Craft Beverage Tasting Room

The current defininion includes any manufacturer of wines and craft beverages, where the intent is to support Varick-based producers. We had a general discussion on the appropriate degree of restriction.

  • On premise production for tastings was discussed
  • Making sure there is a distinction between bar and tasting room
  • What is a comfortable limit for a tasting room?

Will return to this topic at the next meeting. It is not an immediate problem

  • Will all permits go online?
  • Could credit cards be linked to the website?
  • How to enable the CEO to enforce all the relevant provisions.
