Minutes July 25, 2024

The Varick Planning Board held a regular meeting at the Varick Town Hall May 23, 2024 at 7:00 pm.

Present: Linda Mastellar– Chair, Seth Brandow, Ann Kaminski-recorder, Cindy Lont, Jeff Vest

Absent:, Tim Dorn – CEO, Thomas Bjorkman

Call to Order Meeting 7:00 pm.

Minutes Review:

The June 27, 2024 minutes are in draft form and will be approved at the August 23, 2024 meeting.

Quorum Verified to proceed with business on agenda.

Major Subdivision Moratorium

Update on Major Subdivision Application Form

The Major Subdivision process has started. Next steps include:

  • The Town Board will have a Public Hearing regarding Major Subdivisions.
  • Planning Board Committee will work with LaBella to complete a Major Subdivision application.
  • LaBella will present Major Subdivision information at an upcoming Planning Board meeting.

Lake Water District Discussion

No action taken.

Lot Line Application form

Lont proposed an updated Lot Line Adjustment Application for property owners. A few additions will be included in the new form such as links to SEQR, EAF, and NYS AG Data.

Discussion of Zoning Description of Owner Occupied/Owner Supervised STR

Minute Layout

Discussion regarding minutes format followed by motion by Lont to change the current structure. Second by Brandow.

According to the State NY Department of State Committee On Open Government, “Minutes will be taken at all open minutes of a public body which shall consist of a record or summary of all motions, proposals, resolutions and any other matter formally voted upon and the vote thereon.”

Additionally, Public Comment will be recorded in a brief summary.

What is a Use Variance (ZBA)?

Use Variance:

A Use Variance answers the question, “What are you going to use it for?” Use Variances are very rare and must not alter the character of the neighborhood.

Area Variance:

This commonly addresses setbacks. For example, there is a 23 foot restriction and the owner needs 25 feet.

Town Board meeting

Update shared.

Facebook update 

Kaminski shared increase in FB usage over the past month. Reactions were up 79%. Tornado warning and Musselman information were of particular interest.

Motion made to adjourn by Vest, seconded by Brandow at 8:33 pm.
