Minutes April 25, 2024

The Varick Planning Board held a regular meeting at the Varick Town Hall April 25, 2024 at 7:00 pm.

Present: Linda Mastellar– Chair, Ann Kaminski, Seth Brandow, Cindy Lont, Thomas Bjorkman, Jeff Vest, Tim Dorn – CEO

Absent: Lauren Burling

Guest(s): Jody Brown, Jim Foggo

Meeting called to order at 7:05 pm.

Public Comment– None

Minutes Review:

March 2024 minutes: Motion to accept minutes with amendments and corrections.

1st – A. Kaminski, 2nd – S. Brandow, Opposed – 0, Approved.

Quorum Verified to proceed with business on agenda.

Jody Brown presents the paperwork requesting a lot line move on County Road 124. This move would increase the lot owned by J. Brown and reduce the lot owned by Shirley Lott.

Brown Subdivision Resolution

The Varick Planning Board accepts a preliminary plat for a lot line move between parcel 01-02-11 of Lott and parcel 04-01-2.12 of Brown.

This action transfers 8.927 ac from parcel 01-02-11 to parcel 04-01-2.12 currently 1.3 ac. The Lott parcel will retain 9.932 ac. The transferred land consists of a hayfield.

The board received the survey map, the fee, the Agricultural Data Statement and Environmental Assessment Form.

The Varick Planning Board declares itself. Lead agency for environmental quality review.

The Board will submit the application to the county planning board for review and schedule a public hearing for May 23, 2024.

Motion brought forward by T. Bjorkman, 2nd – S. Brandow, Opposed – 0, Approved.

Town Board Meeting Report: C. Lont presented the found Code of Ethics from 1991. The Board will review the State version and announce a decision at a future meeting.

Website Update: It is down for some unknown reason with the site redirecting or issuing an error message. T. Bjorkman is unable to diagnose the issue. Access can still be made to individual pages. FAQs are being gathered to add. Links to the Star Exemption, Property Assessor, etc. will be added.

Major Subdivision application review: There is no application and code for major subdivisions have not been updated in many years. There is a large amount of work that should be done/presented by the applicant when they come before the PB. Items that should be included on the application include who is allowed to represent & speak for the applicant, who owns the LLC. Code (Zoning & Subdivision) should be updated to include the need for SEQR, drainage, runoff, etc. A. Kaminski, C. Lont, J. Vest will work on this project.

Zoning Code Update: The scheduling of Public Hearings for Zoning Code changes/edits can be tentively set for the fall (September/October) this year. Changes to the subdivision code could be included if needed.

Facebook: There is an issue for A. Kaminski to post to Facebook – who is the administrator for the site? Donna doesn’t have any information. Julia was able to post. C. Lont will contact her to get more information.

New Business:

Posting of Draft Minutes to the website: Donna does not post until the minutes are approved. C. Millis has experience of inaccuracies needing corrections before approval. Others have asked friends and relatives and gotten similar answers – Members of boards receive the draft minutes ASAP and give corrections. Minutes are not posted for public access until after they are approved at the next meeting.

Motion to hold posting of minutes until after they are approved.

Next meeting is scheduled for May 23, 2024 and will include a Public Hearing. L. Mastellar most likely will be absent.
