Town of Varick New York Regular Meeting at the Varick Town Hall

Minutes Review:

September: Motion to accept the August minutes as presented.

Lot Line Move Application submitted by Neil Olver.

Resolution

The Varick planning board Accepted a lot-line application for the Zatkowsky-Olver action. This action transfers 0.7ac and approximately 150 ft of frontage from parcel 01-04-24.1 of Miles Zatkowsky and Jane Gordon (currently 128 wide x approx. 400 ft, 1.3 ac) to parcel 09-01-28.12 of Neil and Lisa Olver (currently 9.3 ac, approx 430 ft wide). The width of each resulting parcel is greater than 100 ft. No change in use is anticipated.

The applicant supplied an application, a preliminary map, and the fee.

The applicant supplied an Agricultural Data Statement. The board finds that there will be no impact on adjoining agricultural uses because that land will remain agriculture.

The board received the Short Environmental Assessment Form and declared itself the lead agency for State Environmental Quality Review and declared this an unlisted action.

The Board will send the application to the County Planning Board for review. A final survey map will be required in order for the Varick Planning Board to act on approval.

Motion by T. Bjorkman 2nd A. Kaminski Motion carries

A public hearing will be scheduled for November 21, 2024.

Barry Minor Subdivision Application: Application can not be accepted at this time. The property requires an Area Variance from the Zoning Board of Appeals. L. Mastellar will contact ZBA chair.

Seneca Army Depot: The Depot will be undergoing a remediation of the explosives area to remove dangerous and hazardous materials and soil. The informational event was attended by T. Bjorkman and A. Kaminski. T. Bjorkman drafted a response letter to the Army Corp of Engineers. A request was made for it to be sent the Army Corp of Engineers, the Town Board and State Representatives.

Recommended a motion for T. Bjorkman to send the letter as shown from the entire Planning Board.

Update on Lot Line and Minor Subdivision Applications: Both forms have a first page listing all items needed before the submission and acceptance of the application. The newly delveloped Minor Subdivision application form is using many portions of the Major Subdivision application. No Action needed.

STR Violation Process: T. Dorn and C. Lont met with lawyer, Emil Bove, and set out the steps for Violations. All steps will be documented and filed at the Town Building. T. Dorn recommends that the files be locked to prevent tampering. C. Lont will speak with Donna about locking the files.

Planning Board Practices & Protocols: A. Kaminski provided information of how a Public Hearing should be run. Discussion held of how to list the board members and their attendance. It is recommended that all board members be listed in the meeting minutes heading in alphabetical order and marked as present or absent. C. Millis will implement.

Town Board Meeting: C. Lont reports that a Comprehensive Steering Committee is still being assembled. No Action unless there is a volunteer for the committee.
